DCs asked to declare containment zone immediately
IMPHAL, 22nd : Chief secretary Dr J Suresh Babu has directed all the DCs to declare containment zones immediately without any delay, especially in case of the positive person not being an inmate of a quarantine centre.
In the order issued on Wednesday, the chief secretary cited a circular of the union home secretary issued on Saturday with the advice “to ensure meticulous identification of Containment Zones, their strict perimeter control while ensuring door-step delivery of essential goods & services, and monitoring of contact tracing and people in home isolation."
The order also quoted an earlier order of the state home department issued on July 9 which stated that: "DCs shall demarcate containment zones in accordance with the guidelines issued by the Ministry of Health & Family Welfare (MOHFW). There shall be strict perimeter control and no movement of people should be allowed except for medical emergencies and maintenance of essential supplies. Intensive contact tracing, house to house surveillance and other clinical interventions as per MoHFW guidelines shall be strictly implemented.”
To prevent spread of COVID-19 infection, it is vital that containment zones are declared without any delay, especially where the positive person is not inmate of a Quarantine Centre.
The VRDL/testing labs shall remain alert to positive cases and intimate the DCs concerned, state IDSP team and CMO concerned immediately, especially where the positive person is not an inmate of a Quarantine Centre. Each DC shall designate a responsible official to monitor the COVID-19 test results, with special focus on positive results. The designated official shall maintain close and constant liaison with the Testing labs, state IDSP team and CMO/DSO to ensure that results are received promptly by the DC, the order stated. It further directed the DCs concerned to immediately declare Containment Zone, as per MOHFW guidelines on receipt of information about a positive case. The SP shall be informed immediately to enforce perimeter and access control. If required, the DC shall convene an emergency meeting with SP, CMO, District Surveillance Officer and others to determine and declare the Containment Zone, it added.
