Covid explodes in Jiribam, authority allays community spread fear

IMPHAL, 3rd Jul: In what could be major setback to the government’s relentless effort to contain the spread of Covid-19, 29 fresh cases, majority of them police personnel who have had contacts with an infected police ASI posted in Jiribam district, were detected in the district alone on Friday.
However, the health authority ruled out community transmission maintaining that there is evidence of local clustering of cases at Jiribam police station.
As per statements issued by IDSP and CCR, 37 fresh cases (30 male and 7 female) were detected in the last 24 hours in the state out of which 28 are from Jiribam, six from Ukhrul and three from Thoubal. So far, the state has recorded 37 cases of local transmission. Apart from the 28 local transmission cases in Jiribam, Bishnupur district has recorded four such cases, and Churachandpur recorded three while Thoubal and Ukhrul recorded one local transmission case each.
Of the 29 close contacts whose test came returned positive, 27 are police personnel which include one ASI, four head constables, one driver, five women police constables and eight VDF personnel. Four of them are escort personnel of additional SP (Ops), one a reader to SDPO Jiribam, two police constable & one VDF jawam posted at Foreigners’ Check Post, one head constable posted at Jiribam Reserve Line and two women constables posted at RK Sanatombi QC while the remaining are posted at Jiribam Police station. One of the four escorts of additional SP (Ops) is listed among the fresh cases of Thoubal district. Two civilians who were also tested positive in Jiribam district are also said to be close contact of the police ASI, who tested positive on June 30.
On the other hand, 23 persons were also discharged in the last 24 hours, 11 from CCC Meitram, five from CCC Kasom Khullen, three from RIMS, and two each from CCCs of Chandel and Ukhrul. District-wise figure of the freshly discharged cases is six from Kamjong district, three from Tamenglong, two each from Ukhrul, Senapati, Kakching, Thoubal, Chandel & Bishnupur, and one each from Imphal East and Pherzawl districts.
The cumulative number of positive cases is 1316 while number of active and discharged cases is 677 and 639 respectively. The recovery rate as of Friday evening is 48.55 per cent.
The CCR statement said that spread of Covid-19 is divided into stages of no case, sporadic cases, clustering of cases, and community transmission. There is evidence of local clustering of cases at Jiribam police station. There is no community transmission, the statement said.
According to World Health Organisation, community transmission is evidenced by the inability to relate confirmed cases through chains of transmission for a large number of cases, or by increasing positive tests through sentinel samples (routine systematic testing of respiratory samples from established laboratories). Local transmission indicates locations where the source of infection is within the reporting location. The CCR statement further informed that efforts are being made to look after the mental wellbeing of the people affected by Covid-19. Till now, the State Psychological Support Team has conducted 9227 counselling sessions and benefited 7449 individual clients. Psychological helpline numbers are 8787457035, 9402751364, and 7629943596, it added. So far, the state has conducted 53,608 tests including 562 conducted in the last 24 hours. Health officials screened 593 truckers and 865 commuters including 689 flight passengers. Currently, 7547 persons are being quarantined which include 34 under home quarantine, 1704 in institutional facilities, 5362 in community centres and 447 in paid quarantine centres.
