IMPHAL, 10th Apr: As the government has allowed opening of markets, shops for sale of essential commodities and retail outlets for sale of petroleum products (POL) on Saturday, the government has issued strict guidelines to be followed by all while coming out to buy essential commodities.
An order issued by special secretary (home) H Gyan Prakash on Friday stated that all need to follow social distancing norms as the lockdown ordered by the government to check the spread of COVID-19 pandemic is still in force.
The order stated that space for vegetable vendors with adequate distancing space should be marked and they should not be allowed to sit close to one another. Queue with adequate spacing between the customers should be made along with space between the customer and the vegetable vendors, and no crowding of customers should be allowed.
All shop keepers who are allowed to open should mark out a queue with adequate spacing for their customers and should entertain only one customer at a time. Only one member per household can come out to make the purchases and should stand in queues with adequate social distancing from one another.
No public vehicles would be allowed in the areas where the markets or shops are allowed to be opened. The three women markets (Ima Keithel) in Imphal will remain closed. As ordered by the government earlier, all vendors, shopkeepers, petrol pump operators and customers are required to wear mask to cover their nose and mouth, the order stated.
The order further informed that petrol pumps are opened only for essential services and the social distancing norm issued by the government must be followed. Earlier in the afternoon, CAF&PD issued an order informing open sale of petrol and diesel to the public in all fuel outlets following which deputy commissioners issued orders in respect of their respective districts. However, after the fresh order issued by the special secretary (home), DCs of different districts issued fresh rounds of orders informing that petrol pumps would be opened only for those in essential services.
Mentioning that curfew would be relaxed for few hours and shops allowed to open on Saturday to enable the people purchase essential goods in connection with Easter Sunday and Shajibu Cheiraoba, an order issued by CAF&PD commissioner Bobby Waikhom on Friday notified that fuel outlets as well as shops should ensure strict compliance with the social distancing guidelines.
Carrying of petrol or diesel in container and drums will be strictly prohibited. However, the same will be exempted for petrol stations in rural areas and villages taking into consideration the requirement of fuel for operating farm vehicles, it stated.
As a follow up to the order of CAF& PD, DCs of all districts issued similar orders.
Furthermore, in a corresponding order made by the commissioner of CAF&PD, it has been informed that allocation of Open Market Sale Scheme (D) rice grain has been made for all districts through respective deputy commissioners to ensure open sale of rice under the scheme. 200 quintals have been allocated for Imphal West and 150 quintals for Imphal East while the remaining districts including Bishnupur, Thoubal, Kakching, Kangpokpi, Senapati, Churachandpur, Pherzawl, Chandel, Tengnoupal, Tamenglong, Noney, Jiribam, Ukhrul and Kamjong would be receiving 75 quintal each. It also informed that for each district, 2 shops will be selected by the respective deputy commissioners for distributing the rice.
Moreover, it is informed that sale of rice should be done in presence of representatives of the DC and a maximum of 10kgs will be allowed per household.
The stores have been advised to maintain register indicating name of the buyers, address of buyers and amount purchased in addition to putting up display board reflecting the shop as OMSS shop.
The timing of sale will be as notified by Deputy Commissioners of each district, it mentioned.
The order identified shops and areas where sale of rice would be permitted as well as officials who would be overseeing operation of the stores.
