State’s 2nd Covid-19 positive case is Nizamuddin event attendee
IMPHAL, 2nd Apr: A 53-year-old man from Lilong, who attended a religious congregation at Delhi’s Nizamuddin Markaz from March 13 to 15, became the second COVID-10 positive patient of the state after being confirmed of contracting the deadly virus late Wednesday night.
As per inputs received from different sources, the man hailing from Lilong Haoreibi attended the religious event organised by Tablighi Jamaat at Nizamuddin Markaz and returned to the state on March 11 boarding a 9.25am Air India flight.
After staying at his home for few days, the man fell ill and was admitted to Peace Hospital and Research Institute, Porompat Muslim road on March 20 and discharged from the hospital on March 22.
Later, the man was admitted to RIMS hospital on March 31 after his health condition deteriorated. As his symptoms were similar to that of COVID-19, the man underwent necessary tests and the report received late Wednesday night turned out to be positive. The man is currently undergoing treatment in the Isolation Ward of RIMS hospital with stringent security measures and precautions placed around the ward.
As per the reports, the man visited several Meitei Pangal inhabited areas soon after returning from Delhi to preach what he had learnt from Nizamuddin Markaz meet and even stayed for few days at Hatta area and joined religious prayer (Namaz).
Following confirmation of the second COVID-19 positive case of the state, COVID-19 Common Control Room SSO-I DSP Dr L Tomcha issued a statement mentioning names of 31 co-passengers of the man who boarded the March 11 Air India flight and informed them to immediately contact control room telephone No. 1800-345-3818.
Meanwhile, Thoubal district police has taken up stringent security measures in the area within 3-km radius of the COVID-19 positive man’s residence while 11 members of the man’s family including his wife and 10 children have been brought to RIMS hospital for conducting COVID-19 test.
Informing about stringent security measures being taken up at Lilong Haoreibi area, DC Thoubal Naorem Bandana informed that police and health department personnel have cordoned off the entire 3-km radius of the COVID-19 patient’s house and no one is allowed to enter and exit from the area. A surveillance team led by MO in-charge has been formed to identify all those who had close contact with the COVID-19 positive man as also all his co-passengers of the Air India flight, Bandana said, adding that district administration has taken up steps to identify if any co-passengers hail from the district.
Apart from taking up steps to distribute essential items to people residing in the cordoned area through ASHA and Anganwadi workers, the district administration has also established details about doctors, nurses and staff of the hospital where the man had undergone treatment earlier.
Meanwhile, CMO Imphal East has declared Peace Hospital and Research Institute, Porompat Muslim road as quarantine centre as part of the measures being taken up to prevent spread of COVID-19 and all the 25 doctors, nurses and staff of the hospital are being quarantined at the centre from Thursday afternoon onwards.
On the other hand, condition of the first COVID-19 patient of the state currently undergoing treatment at JNIMS hospital continues to be normal till date while results of tests conducted on three individuals for COVID-19 Thursday at the state government run hospital came out negative.
With confirmation of the second positive COVID-19 case in the state, several areas of Lilong have been sealed to contain spread of the disease.
An order in this regard has also been issued by Deputy Commissioner of Thoubal N Bandana Devi on Thursday.
Exercising the powers conferred to DC under The Manipur Epidemic Diseases Covid-19 Regulations 2020, areas of Jama Majid Road, Ngangou road/Buya Salam road, NH-102, Imphal River in North, south, east, and west direction respectively have been sealed with immediate effect as containment measures, the order said.
The order informed that entry and exit in the containment area is completely banned and schools, offices should be close and public gatherings banned completely. Vehicular movement is also completely restricted in these areas. An active surveillance for COVID-19 cases has also been initiated, the order added.
It also notified that any person, institution or organisation found violating the restrictions will be punished under Section 188 of the Indian Penal court.
The restrictions were enforced after one from among 9 attendees of the Tablighi Jamaat Markaz from the state tested positive for COVID-19. The individual who tested positive and his family members have been taken to RIMS for observation.
As an immediate follow up measure to the detection, strict regulations and measures to avert panic among the public and to contain any possible spread of the disease have been put in place in the surroundings of Lilong Haoreibi Turel Ahanbi Salam Makha, the locality of the COVID-19 positive patient.
Moreover, District Administration of Thoubal under the supervisor of SP Dr S Ibomcha initiated strict surveillance of the area and carried out publicity urging for cooperation from the public in following the laid down guidelines.
DIG Range II K Kabib and IGP Clay Khongsai also went to inspect the area. Furthermore, strict surveillance has been initiated in the area by a special team.
With the detection of the individual, the number of COVID-19 positive cases in the state has risen to two.
All the 10 family members of the individual who tested positive for COVID-19 were taken to RIMS for observation in a special bus accompanied by two guidance personnel.
