JAC raises posers; accused jailed
IMPHAL, 8th Oct: Questioning the circumstances under which Thokchom Suraj, who has been accused of sexually assaulting a mirror girl patient, got the job as ECG technician at RIMS, Joint Action Committee (JAC) against the rape incident of RIMS Hospital co-convener Takhelambam Ingocha has asked why the hospital authority is unable to provide any documents related to the accused.
Addressing a press meet at Manipur Press Club here Tuesday, Ingocha said that the occurrence of such incident in a hospital should not be taken lightly while describing as shocking that a daily wage earner was assigned night duty in a reputed hospital like RIMS.
Stating that the director and the MS of the Hospital should be held responsible for the incident, the co-convener demanded the hospital authority to reveal how Suraj was engaged for the job. He then questioned why the hospital authority was unable to produce any of the documents that Suraj had supposedly submitted at the time of joining.
JAC convener Konsam Raj, who also attended the press meet, urged for filing of chargesheet at the earliest while demanding that the investigation be concluded within 30 days, starting from Tuesday. He further demanded that Suraj be awarded capital punishment so as to prevent repeat of similar offences.
Stating that both RIMS hospital and the state government should bear the medical expenses of the victim, Raj said that the girl is currently undergoing treatment and as such, the necessary interim compensation should be given to the victim as soon as possible. He then cautioned of launching intense agitation with state CSOs and people if the government fails to fulfil the aforementioned demands within 40 days, while also demanding the government to state its stand on the matter.
Later, the JAC submitted a memorandum to the CM, listing all the aforementioned demands.
On the other-hand, Special judge POCSO Imphal West sent Suraj to judicial remand for 15 days in a hearing of the RIMS molestation case conducted Tuesday.
36-year-old Suraj of Keishamthong Moirangningthou Leirak was produced before the court after completing his five-day police custody remand.
As per report furnished by IO of the case through APP to the court, victim’s mother lodged a complaint that her minor daughter was molested by ECG technician Suraj on the intervening night of October 2 and 3 when she was brought for medical treatment at RIMS. Based on the report, Lamphel police nabbed Suraj. During the police remand period, accused confessed to committing the crime and also disclosed that he was in inebriated state on the same night as he attended a marriage ceremony of one of his senior doctors. The accused also admitted that he took the minor girl into a room for ECG examination without allowing her mother to enter the room and committed the crime after covering victim’s face with a towel. Upon realising that his act was not right and after coming to his senses, the accused stopped the crime and did not repeat the act further.
While submitting that forensic experts of RIMS indicated sexual assault after medical examination of the minor girl was conducted, the IO prayed before the court for granting further judicial remand so that proper investigation of the case could be initiated.
After careful study of IO’s prayer, the court remanded Suraj to 15 days judicial custody till October 22.
Meanwhile, a large team of police barricaded the main gate of RIMS Tuesday upon getting report that JAC volunteers could storm the hospital. Vehicles coming towards RIMS hospital were diverted towards the gate at RIMS mortuary.
