Fund release halted as 38 Depts yet to submit UCs
IMPHAL, 15th Sep: Taking serious note of holding up of Rs 6,077.96 crore due to non-submission of Utilisation Certificates (UC) by 38 different government departments from 2008-09 to 2018; social researcher Serto Tondona Kom has urged the state government to review the matter strictly and take up steps to ensure that the funds are released as soon as possible.
Talking to newspersons at Manipur Press Club here Sunday, Serto Tondona said that as per the 2016, 2017 and 2018 reports of the Comptroller and Audit general, 38 departments are yet to submit their UCs, which has led to withholding of funds amounting to Rs 6,077.96 crore. As the funds are still pending, it is possible to have them released if the UCs were submitted in time. As such, he urged the state government to focus their attention on the matter at hand and review it so that the funds could be released as soon as possible.
He pointed out that 34 departments failed to submit around 5,106 UCs for 2008-2016, leaving Rs 3,964.78 crore in pending; 4,789 UCs in 2017 by 37 departments leaving a pending amount of Rs 4,18.26 and 4,706 UCs in 2018 leading a pending amount of Rs 6,077.96 crore.
Although the government has taken up some attractive schemes such as Go to Village and Go to School, the RD & PR department, which is responsible for connecting roads to remote areas, is yet to submit the UCs from 2008-09 to 2018, which has led to the withholding of Rs 2,666.41 crore, he claimed. In addition, Rs 1,228.18 crore and another Rs 513 crore are yet to be sanctioned for the Development of Tribal Affairs & Hills and Education (S) respectively, the social researcher conveyed.
Remarking that it would be impossible for any new works to be taken up when the funds for earlier ones are pending due to non-submission of UCs, Serto said that it was unfortunate that the MLAs did not discuss the matter in the state Assembly session.
