Health Dept flouts Govt post rules

IMPHAL, 14th Sep: The state health department has been flouting rules and turning a blind eye to officials over 63 years old holding administrative posts despite cabinet decision against such position.
The state cabinet approved extension of service period for allopathic and dental cadre officers from 62 to 65 years with a restriction on holding administrative post by those officers above the age of 62 years.
Sources said NHM state mission director Dr S Manikanta completed 62 years of age on September 1 this year. In a notification issued by the health department, the date of birth of Dr S Manikanta is mentioned as September 1, 1957. However, he is still holding the post of state mission director till date.
In a government order dated August 30, the officer was posted as consultant (psychiatry) at district hospital, Thoubal. However, he is still continuing the function of state mission director as if there is none capable of holding the post in the department. Besides, there is no report of the state cabinet reviewing its earlier decision.
Dr Manikanta still functioning as the state mission director is evident in an official notification issued on September 9 in which, he instructed officials concerned to attend without fail the Ayushman Bharat Pakhwada observance to be held from September 15 to 30.
Sources further said that no new notification was issued cancelling the August 30 order of transferring Dr Manikanta as consultant (psychiatry) at District Hospital, Thoubal. Neither there is any order to allow officers of the department above the age of 62 years to hold administrative post.
