MHRC calls report over petition for releasing prisoner

IMPHAL, 4th Jan: The Manipur Human Rights Commission (MHRC) has issued notices to chief secretary, IGP (prisons) and SP of Sajiwa Central Jail over a petition which is seeking release of a prisoner on life sentence, who has served over 20 years in jail.
The petitioner Veizahat Tonsing of DM Veng, Churchandpur in her complaint said that her husband Vanlalven Tonsing was given life sentence by the additional sessions judge, Manipur West and the judgment was upheld by the Gauhati High Court in 1999. Vanlaven served the sentence of life imprisonment imposed on him in the Manipur Central Jail, Sajiwa for the last more than 20 years, the complainant mentioned while stating that he is entitled to consideration by the state government for suspension/remission of the life imprisonment as provided by section 432 and section 433-A of the code of Criminal procedure, 1973 and other relevant provisions of law.
The complainant also submitted a representation to chief secretary on December 13 last year for taking appropriate steps within 11 days from the date of filing the representation. However the complainant got no response from the chief secretary’s office till date.
The commission while observing that there is a prima facie case made out for enquiry and issued notices to the chief secretary Manipur, Inspector General Prisons and Superintendent Central Jail Sajiwa asking them to submit detailed report within January 21 before the commission.
The commission has fixed the next hearing on January 21.
