National seminar on local self-govt begins
IMPHAL, 14th Dec: A two-day national seminar on ‘Issues and challenges of local self-government in Manipur’ which is being organised by Centre for Manipur Studies of Manipur University commenced from Friday at the Court Hall of the university.
Dean of School of Social Sciences, MU Prof N Lokendra; IAS (Retd) RK Nimai; chairperson of the organising committee and director of Centre for Manipur Studies Prof S Mangi; and coordinator of the seminar Dr Vijayalakshmi Brara were present during the opening function of the seminar as presidium members.
RK Nimai, who was the key-note speaker, delivered lecture on ‘Financial constraints of local bodies in Manipur’.
Speaking on the occasion, Prof S Mangi observed that a healthy local self-government is needed in a democratic country, while pointing out that local elected bodies of the state like panchayati raj institutions, autonomous district councils, municipal corporations are facing a lot of problems.
Noting that the major problem faced by the local bodies is financial constraint, he stated that the local bodies are unable to work at the grassroots level for leading the state towards the path of development mainly due to non-devolution of power.
He maintained that such seminars are organised with the stated objective that it will be able to throw light on the issues and problems faced by the local bodies and assist the bodies in carrying out their duties.
