DESAM levels graft charges against IBSD director
IMPHAL, 26th Oct: Days after the Manipur University impasse settled down facilitating normal academic atmosphere in the university, director of Institute of Bio-resources and Sustainable Development (IBSD) professor Dinabandhu Sahoo has been accused of being corrupt and executing his will in the institute.
Pointing out the allegations, DESAM would be submitting a 24-point memorandum to Governor Dr Najma Heptulla on Saturday requesting the latter not to nominate the director for Padma Award and order probe against him.
Informing this to media persons during a press conference held at its office, DESAM vice-president Nameirakpam Edison alleged that professor Dinabandhu is indulging in corruption and violating rules of the institute on several counts.
He said that unlike past directors, who stayed in quarter, professor Sahoo is staying in a 3-star hotel but it is not known that he is paying the hotel charge on his own or from the coffer of the institute. He often comes to office whenever he wants and never hands over his charge to an in-charge when he is out of station resulting in delay of official functioning. Besides, he seldom gives opportunity to his subordinate staff to meet him. Instead, he is often seen busy meeting contractors and suppliers, Edition contended.
Edison also charged him of withholding contingency grant for PhD scholars and misusing the fund at the same time. Often the director rejects proposal for new research projects submitted by the scientists working in the institute. He also indulges in creating enmity among the scientists and wastes funds of the institution on unimportant publicity.
Interestingly, he was also found to have presented certain items by faking them as products of the institute to visitors as gifts. In one such example, he was found presenting Chak-hao seeds with IBSD label to visitors while claiming it to be product of the institute, he maintained.
Besides, he wrote in its annual report 2016-17 that Dzuko Valley is in Nagaland, Edison added.
On the other hand, huge fund was found released in the name of constructing a building of the institution without executing any work. While powerful state of the art computer sets are needed for bioinformatics projects, he procured outdated core i3 computer sets, which are useless for the project.
He further alleged professor Sahoo of appointing a female student as scientist of the institute without following any requisite procedures and later transferred her to Miranda House, New Delhi in a bid to divert attention. He also terminated posts of two scientists without any reason and is trying to appoint one Ramalinga Swami, who is said to be an RSS member, in place of one of the terminated posts. Service termination of the two scientists, who are regarded for their good performances, has now affected career of PhD scholars, who were working under them, he added.
Edison further informed that NET has been a mandatory qualification for recruitment in the institute but he appoints individuals without NET. He has also been stalling a sexual harassment complaint against a scientist without conducting any enquiry till date, he alleged.
Decrying the corrupt nature of the director, Edison appealed to the Governor not to recommend him for Padma Award and constitute an enquiry committee.
