MU row gets ugly as charges fly thick and fast
IMPHAL,3rd Sep: Topsy-turvy situation in Manipur University continues as a fresh ‘office order’ issued by registrar in-charge Prof Sh Dorendrajit Singh dated September 3, 2018 has sent Vice-Chancellor Prof Adya Prasad Pandey on leave for the second time days after the latter resumed duty.
In an order issued some days back, Prof Pandey had declared reinstatement of Prof W Shyamkesho as the registrar in-charge by replacing Prof Dorendrajit, whose appointment to the said post was effected by Prof W Vishwanath while he took over as the VC in-charge when Prof Pandey was on leave.
In the latest twist to the MU drama, Prof Dorendrajit mentioned in his order related to extension of leave period of Prof Pandey that the order has been issued with the approval of the chancellor of Manipur University.
The order specified that Prof Pandey will be on leave (extended) with immediate effect from September 1, 2018 and until the completion of the enquiry proceedings against him and until the necessary follow up action is taken on the enquiry report by the competent authority. Prof Dorendrajit’s order also referred to the memorandum of agreement (MOA) signed by MHRD, state government and MU community wherein it was clearly mentioned that during the period of enquiry and until follow up action taken on the enquiry report by the competent authority, preferably within a period of 15 days, Prof AP Pandey will be on leave.
The order also mentioned that according to an order of MHRD issued by the under-secretary on August 17, 2018 ‘The inquiry committee shall submit its report within one month from the date of issue of the order i.e. August 17, 2018’.
Interestingly, a notification issued by 'registrar in-charge' Prof M Shyamkesho Singh on Monday declared Prof Sh Dorendrajit Singh is no more the registrar i/c of MU since he (Prof Shyamkesho) has been reinstated as the registrar i/c of the varsity following an order of MHRD dated August 24, 2018.
In the notification, Prof Shyamkesho claimed that the office order issued by Prof Dorendrajit on September 3, 2018 for extension of the leave period of the Vice Chancellor is illegal and he has also given reference to the Chancellor of Manipur University in the same order. However, under the provision of the Manipur University Act 2005, such a matter is beyond the purview of the power and function of the Chancellor, added the notification.
It may be mentioned that the MHRD had on August 2 granted 30 days leave to Prof Pandey amid intense agitation launched by MU community, comprising Manipur University Teachers’ Association, MU Staff Association and MU Students’ Union, in pursuance of the demand for replacing Prof Pandey, who the community alleged indulged in administrative and financial irregularities. The agitation was suspended subsequent to signing of the MOA and the Ministry of HRD agreed that contents of the agreement will be implemented in toto.
