CPI, CSOs flay shifting of IE district hospital

STAFF REPORTER IMPHAL, 15th Apr: Even an different civil society organisations raised objection against the government decision to relocate construction of the Imphal East district hospital, CPI Manipur state council secretary Laishram Sotinkumar declared that the party would be launch agitations with the people of Sagolmang until the proposed district hospital is shifted back to its previous site at Sagolmang.

Speaking on the sidelines of the inspection, Sotinkumar claimed that the communist party took a huge responsibility in ensuring the construction of the hospital at Sagolmang CHC. However, it was surprising that the location was shifted to Keirao Assembly Constituency when the foundation stone had already been laid at Sagolmang.
Alleging that the state government has made an erroneous decision in shifting the location of the district hospital, Sotinkumar pointed out that Sagolmang, at present, has no proper healthcare facilities, as compared to the British era, when people from both the hill and valley used to visit Sagolmang CHC for treatment.
He informed that the fencing works of the hospital site has already been completed. Furthermore, the proposed area is already under the ownership of the directorate of health services. Also, Khundrakpam Assembly constituency MLA had segregated some land area for installing a medical college in the future, he added.
Contending that the location of the hospital has been shifted due to narrow-minded politics, Sotinkumar asserted that there were no disputes as depicted.
He said that the sole wish of the people is for immediate construction of the hospital and accused the state government of indulging in power play.
Demanding the government to review its decision of shifting the hospital, Sotinkumar warned of launching intense agitations with the people of Sagolmang and the JAC formed in connection with the matter until the hospital is shifted back to its previous location.
JAC Against Unnatural Shifting Imphal East District Hospital spokesperson Nongthombam Dejen said there were no disputes pertaining to the site at Sagolmang and that the hospital was shifted because of cheap politics. He stated that if any such disputes did exist, then the people would not have donated their land for construction of the hospital.
Commenting on the swift decision of the government, Dejen maintained that the people of Imphal East would not tolerate such betrayal and warned that agitations would continue until the hospital is shifted back to Sagolmang.
He informed that a total land area of 5.42 acres including the site of CHC Sagolmang has already been handed over to directorate of health and medical services. There are no disputes over the said land area, he contended.
Dejen further informed that an additional 4.35 acres of land area had been kept aside for establishing a medical college in the future for which land acquisition process is yet to be completed. The landowners concerned are merely waiting for a notice from the government that would enable them to hand over their land to the Medical Directorate, he added.
Urging to issue the notice as soon as possible, Dejen said that the JAC would take the responsibility of handing over the land area.
Meanwhile, civil society organisations of Saikul assembly constituency under the aegis of Kuki Inpi Saikul Gamkai have announced endorsement of Peace and Development Coordinating Committee (PDCC) in the movement against shifting of district hospital from Sagolmang.
The CSOs Saikul also condemned the alleged ‘unexpected’ decision of the state government in shifting site of the hospital from its previous location at Sagolmang to Kyamgei Mamang Leikai in Keirao AC, reported our Kangpokpi correspondent.
Kuki Inpi Saikul Gamkai president Seimang Lupho said that considering the immense service provided by the Imphal East District Hospital at Sagolmang towards the poor and needy people from Saikul in health care, the people of Saikul Gamkai would support and render full cooperation to PDCC in its movement for rolling back the decision of the state government with regard to shifting of the hospital from Sagolmang. The district hospital at Sagolmang would not only serve the people of Imphal East but also the poor and needy people from Saikul AC and it will be a curse for such people if the decision of shifting the site of the hospital is not withdrawn in the larger interest of the poor and needy people, he added.
Meanwhile, Sagolmang Development Committee, Progressive Youth’s Club, Sagolmang and Women Prohibition Committee have jointly appealed to the state government for bringing an amicable solution and start construction of District Hospital at Sagolmang and also warned of launching intense form of agitation by joining hand with the JAC if the government fails to meet the demand.
Issuing a statement in this regard, Progressive Youth’s Club highlighted that in the year 2011 the previous government laid the foundation stone of the District Hospital at Sagolmang. At such the decision of shifting the location of the hospital has left the public of Sagolmang areas surprised as they have been eagerly waiting for the construction of the same there.
While asserting that the present campus of CHC Sagolmang met all the criteria for setting up a district hospital, the statement demanded to why the present government did not inform the public if there were any dispute regarding the land.
It also wondered why the government has not issued any kind of notification regarding shifting of the hospital location.
A meeting attended by representatives of Sagolmang-based organisations was convened on April 14 to discuss the issue of relocating the district hospital.
